I'm informed that two players completed the competition in atrocious conditions and Joe Holmes came out on top ahead of playing partner Joe Penrice.
Several views were expressed at the 19th hole regarding what should happen when so many people took shelter during the round (or did the sensible thing and walked in!).
From the R & A web site I've extracted the following snippets from the same rule:

6-8 - Discontinuance of Play; Resumption of Play
Bad weather is not of itself a good reason for discontinuing play (except lightning).
If the player discontinues play without specific permission from the Committee, he must report to the Committee as soon as practicable. If he does so and the Committee considers his reason satisfactory, there is no penalty. Otherwise, the player is disqualified.
As this was an official qualifying competition it was played under strict R & A rules.
No doubt this will be debated (disputed) over the coming months.
Those who disappeared without putting their pounds in the kitty are respectfully reminded that by teeing off they accept they must pay unless nobody completes the competition.

4 players were mad enough to finish, ian from morpeth and myself, joe penrice and david low. our group took shelter behind the fourth tee for 10 mins, the 50 or 60 miles an hour gusts of wind along with the torrential hailstones made it impossible to climb up the steps to play our tee shots!! when we did fenture forward, rogers umbrella was blown inside out and the canvas shredded from it, he was left holding the handle and the spokes!!! I have played or attempted to play golf for 30 years but never in those contitions.
